Use Pubnub to send push notifications to Windows Desktop Applications developed using C#

Using PubNub, I want to send push notifications to Windows Desktop Applications developed using C#. I have the following scenarios and/or doubts: 1) Even if there is a network failure, we should not loose the notifications. Once the network is up client has to receive all the notifications. Is it possible with PubNub?

2) If we stop the client application for some time and re-launch it again, can we receive the notifications sent when the application was not running?

3) With PubNub, are there any issues in sending notifications to Windows Desktop Applications developed using C# (Performance, reliability, ... )?

1 and 2 should be possible using PubNub's storage feature:

Keep in mind that this is separate from the Windows Push Notifications (WNS).
